Harold Eastman, Training and Development Consultant
Mr. Eastman has 20 years of experience as a Community Development Block Grant Manager with the Department of Community Affairs. Mr. Eastman developed Meridian's training program and provides assistance with project administration. During his tenure with the CDBG section of the DCA, he provided technical assistance and consultative services to local governments receiving housing, neighborhood and commercial revitalization grant funds. He also conducted monitoring to ensure program compliance with all federal, state and local laws, rules and regulations; assisted local governments and state agencies in preparing and processing applications for grant-in-aid funding of local government programs; provided technical assistance to local governments in solving problems and provided assistance in obtaining the resources of federal, state and regional agencies for the solution of local government problems; conducted research studies and provides training to new program staff in compliance monitoring responsibilities and procedures; conducted workshops on housing rehabilitation and lead-based paint requirements; distributed lead-based paint informational materials to local governments; and developed the Housing Rehabilitation Handbook entitled, "The Housing Rehabilitation Process." Mr. Eastman also developed a Code Enforcement Handbook for training purposes, served as Housing Specialist for the CDBG program and as a member of the Division of Emergency Management's disaster recovery team assisting in hazard mitigation and recovery assistance. Mr. Eastman has 20 years' experience as a Grant Manager with the Department of Community Affairs in the Community Development Block Grant Section. He also has 14 years of experience with the City of Tallahassee serving as a Relocation Manager, in the Department of Community Improvement where he administered the city's housing program involving the placement of low/moderate income persons from substandard housing in conjunction with the city's Code Enforcement and Rehabilitation Programs. He also worked in the city's Urban Renewal program. While with DCA and the City of Tallahassee, Mr. Eastman received highly specialized training in all aspects of community and economic development through the Housing and Urban Development. In addition, he is a licensed General Building Contractor and has worked in high steel construction, residential construction and commercial office building renovation.
